Is Old RuneScape Code Rigging RNG? (OSRS)

OSRS Shadow banning is " blocking or partially blocking a user or their content from an online community such that it will not be readily apparent to the user that they have been banned". This is a technique used in a lot of online websites, forums, and games. It seems like recently theres been quite a few rumors floating around that a shadow ban system exists in RuneScape as well, more specifically at the duel arena.
