Having a “Scale Up” option is an important part of the programming, but it needs to be implemented properly. By keeping it separate, it allows the programming to have more options for advanced folks without making regular folks feel pressured to do things they aren’t ready for (or like they aren’t making progress because they can’t do those movements/loads yet). It has other benefits like signaling what direction people need to be going if they are thinking about competing (and if they need ‘special’ programming), or helping push people toward competition (if they haven’t thought about it, but they do the scale ups regularly). It also lets regular people shine when they can do a particular movement even though they are scaling the rest of the workout (using a heavier barbell but scaling the bodyweight movements for example).
