Sen. Rand Paul introduces proposal to pay down college debt with retirement savings

The Higher Education Loan Repayment and Enhanced Retirement Act would let people withdraw up to $5,250 annually from their retirement accounts, tax and penalty free, to reduce college loans; Mark Meredith reports from Washington.
