The city of St. Paul plans to use $3 million to help families in need with the "Families First" housing program, which launched Tuesday. The program is a partnership with both the city and the school district to provide a $300 monthly rent supplement to 250 families in need for up to three years. St. Paul Mayor Melvin Carter says families can't apply for this -- they'll be referred to it -- through the project reach program at each school. To qualify, families must have an income at or below $30,000 a year, and pay 40% of that income in rent.
