China is poised to relax residency restrictions in small- and medium-sized cities, as it pushes on with efforts towards greater urbanisation. Critics have said the restrictions have prevented the free flow of labour as it determines access to jobs and public benefits. A guideline issued by the government has indicated that residency restrictions will be scrapped for cities with fewer than three million residents.
